Overview
GET /partner/catalog/* lists origin/destination countries, states, cities,
payout methods, payers, and funding methods for the authenticated partner.
POST /partner/catalog/resolve resolves a corridor intent to a capability.
Set BASE_URL from the Partner API overview.
These reads power partner apps (including conversational wizards). They do
not require a magic link.

GET /partner/pre-quote-lite/catalog/payers is an
alias of the payers list and stays under the pre-quote-lite feature flag.
